ALEXANDER MOROZOV, DEPUTY MINISTER OF INDUSTRY AND TRADE OF THE RUSSIAN FEDERATION, TOOK PART IN THE ROUND TABLE MEETING “ON THE PROGRESS OF THE STRATEGY OF RUSSIAN FOOD AND PROCESSING INDUSTRY DEVELOPMENT FOR THE PERIOD UNTIL 2020” HELD ON FEBRUARY 10TH AT THE FEDERATION COUNCIL.
The executives of Russian Ministry of Agriculture, representatives of the regulatory bodies of the agroindustrial complex of the federal subjects of the Russian Federation, manufacturers and users of food and processing industry equipment also participated in the meeting.
Alexander Morozov said that according to the results of the previous year, the market of the food and processing industry mechanical engineering showed a positive momentum. According to him, the Ministry of Industry and Trade of Russia intends to reach the target values of the food and processing mechanical engineering development by 2025, using measures of government support.
“We aim at reaching more than 50% of the Russian equipment volume in the domestic market, which is 4 times more than we have now”, Alexander Morozov said.
The Ministry of Industry and Trade of Russia has already drawn up a draft decree of the Government of the Russian Federation on supporting the manufacturers. The President of the Russian Federation has supported this proposal, and 1 bln roubles will be granted for subsidies this year (manufacturers will be granted a subsidy of 15% of the equipment price, provided that they will sell the equipment to the buyers at a discount).
Furthermore, currently, Russian manufacturers can use such support measures as subsidization of expenses for R&D (Regulation of the Government of the Russian Federation No. 1312), subsidization of the interest rate payment for implementation of new complex investment projects (Regulation of the Government of the Russian Federation No. 3), provision of credits in roubles with 5% per annum by the Industry Development Fund, support of the export activity of the companies.
The list of machines and equipment for the food and processing industry manufactured by companies is very extensive and diversified, as is the range of foods for the production of which they are used (the food and processing industry includes more than 30 different sectors). This list includes not only standard, but also customized equipment (from small machines to full food production lines). Currently, the Ministry of Industry and Trade of Russia is working on creating a catalogue of manufacturers of machines and equipment for the food and processing industry according to the different sectors.
